SMEs and entrepreneurs can fill a significant policy gap in Lebanon's e-waste sector by establishing economically viable frameworks. These companies, however, need assurances of access to enough valuable e-waste and fair market competition. This paper explores strategies for businesses to address much-needed e-waste management needs without waiting for legislation to be enforced. The paper showcases plenty of good examples and voluntary initiatives by the Lebanese private sector deserving support and recognition.

Actionable measures for various stakeholders to support e-waste businesses are outlined in a roadmap. The strategies are based on a review of why e-waste is technically difficult and not always lucrative to manage, current handling practices in Lebanon, and sector-specific market challenges. The paper contests the misconception that WEEE management is solely the responsibility of the government and demonstrates that, with the right legal frameworks, advanced and environmental management of WEEE is possible everywhere, not only in high income countries. The earlier public awareness is raised, and the earlier entrepreneurs understand the forces in the e-waste service market, the easier it will be for policy to be designed, enforced, and implemented.
